The Ministerial Meeting of the China-CELAC Forum is mainly to discuss issues of mutually beneficial cooperation between China and CELAC countries at regional and sub-regional levels, to deliberate and adopt relevant outcome documents such as resolutions and action plans,which will guide bilateral cooperation. The ministerial meetings are, in principle, to take place every three years in China or the Presidency country of CELAC, or another member country of CELEC agreed upon by CELAC and China. Ad hoc meetings can be called when necessary. The working languages are Chinese and official languages of CELAC. The adopted documents of the ministerial meetings are translated into Chinese and official languages of CELAC. Working documents are circulated in Spanish and English. On the basis of the ministerial meetings, the two sides can discuss the possibility of holding leadership summits, which serve as the highest form of overall cooperation between China and Latin America.
From January 8 to 9, 2015, the First Ministerial Meeting of China-CELAC Forum was held in Beijing. From January 19 to 22, 2018, the Second Ministerial Meeting was held in Santiago, Chile.
