Solving Global Problems through the Key of Development——Chinese Ambassador to Argentina Mr. Zou Xiaoli Published Signed Article on the Mainstream Newspaper of Argentina

On November 2, 2021, Chinese ambassador to Argentina Mr. Zou Xiaoli published on The Economists, mainstream newspaper of Argentina, a signed article entitled “Solving Global Problems through the Key of Development”, in which the ambassador gave a briefing on the “Global Development Initiative” put forward by President Xi Jinping at the 76th Session of the UN General Assembly. The ambassador also pointed out that both China and Argentina are developing countries and emerging economies and that China stands ready to work with Argentina to implement the “Global Development Initiative”, build a community with a shared future for China and Latin America and promote strong post-pandemic recovery in the region and the world at large for common development. COVID-19 is still raging around the world. Developing countries are having difficulties getting access to vaccines and as well as a myriad of political, economic, social and livelihood-related crises. World economic recovery is in doldrums with the problem of food security getting more pronounced and more serious challenges concerning climate change. The outcomes of progress in sustainable development in the past decade face the risk of being reversed. However, some developed countries are busy forming “small circles” with the Cold War mentality and blind belief in unilateralism and power politics to try to maintain the status of hegemony. As pointed out by General Secretary Guterres of the UN, the world is slipping into an abyss and faces unprecedented division and threat. What has become of humanity and what should we do?

In his speech at the general debate at the 76th Session of the UNGA, President Xi Jinping put forward six-point proposal about global development featuring taking development as a priority, a people-centered approach, commitment to benefits for all, innovation-driven development, harmony between man and nature, and results-oriented actions. President Xi Jinping called on the international community to accelerate the implementation of the UN 2030 Agenda for Sustainable Development and promote more robust, greener and healthier global development and to build a community with a shared future for mankind.

China’s development is the biggest contribution to the world. On July 1st this year, at the event commemorating the 100th Anniversary of the founding of the CPC, General Secretary Xi Jinping made the solemn announcement that China had completed the building of a moderately prosperous society in all respects, solved the problem of absolute poverty once and for call and embarked on the journey of building a socialist modern country. As the largest developing country with 1. 4 billion population, China has accomplished the poverty reduction target of the UN 2030 Agenda for Sustainable Development 10 years ahead of schedule, marking a milestone in human development. As the second largest economy in the world, China has made strategic achievements in both pandemic prevention and control as well as economic and social development, honored its pledge to make the vaccines a global public good, ensured the stability of the global industrial chains and supply chains and provided strong support for global pandemic response and economic recovery.

True development can only be delivered when development is shared. Regardless of race, culture or belief, people of all countries have the right to development dividends and a beautiful life. The “Global Development Initiative” put forward by President Xi Jinping, which advocates taking development as a priority and the people-centered development philosophy, aims at solving the problem of unbalanced development between different countries and within countries and conforms to the aspirations of people of developing countries for a better life. Under the leadership of the CPC, the Chinese people are marching forward with steady steps towards the goal of common prosperity. China has pledged to provide another US$3 billion of international assistance over the next three years to support pandemic response and economic and social recovery in developing countries. Overcoming various difficulties, China has continued to host the CIFTIS, CIFIT, Canton Fair, and the CIIE, in both on-line and off-line formats, to share development opportunities and dividends with the rest of the world.

Development is sound only when it is sustainable. Accelerated development of the new round of scientific and technological revolution and industrial revolution have brought about new opportunities for developing countries to realize leap-forward development. China will strive to realize carbon peak before 2030 and carbon neutrality before 2060. It will give vigorous support to developing countries for green and low-carbon transformation and will not make new investments in overseas coal-fired power plants. China will press ahead with high quality Belt and Road cooperation, strengthen infrastructure connectivity, accelerate the development of green Silk Road and the digital Silk Road, establish the Sustainable Transportation Innovation and Knowledge Center and contribute to the development of global transportation. China will take the lead in investing 1.5 billion RMB yuan to establish the Kunming Bio-diversity Fund, support bio-diversity protection endeavors of developing countries, jointly build a community of life on Earth and build a clean and beautiful world.

Rainbows will emerge after thunderstorms and opportunities and challenges always stand side by side. We must overcome the pandemic, realize economic recovery, strengthen solidarity and improve global governance. On the path in pursuit of happiness, no country or nation should be left behind. Both being developing countries and emerging economies, China and Argentina have written a new chapter for brotherly solidarity, created new frontiers in high-quality, green and sustainable development and safeguarded shared interests by upholding multilateralism and promoting democracy in international relations. China stands ready to work with Argentina to implement the “Global Development Initiative”, build a community with a shared future for China and Latin America and promote strong recovery and common development in the region and around the world in the post-pandemic era.
