On September 22, 2021, Special Representative of the Chinese Government on Latin American Affairs Qiu Xiaoqi attended the Launching Ceremony of the China-Uruguay South-South Cooperation Project on Climate Change upon invitation and unveiled China's aid equipment to Uruguay. Vice Minister of Ecology and Environment Zhao Yingmin and Uruguayan Ambassador to China Fernando Lugris attended the ceremony.

China and Uruguay signed a South-South cooperation document on climate change in 2019. This time, China will provide Uruguay with a set of transportable meteorological ground equipment, which will help Uruguay strengthen its capability to address climate change.
