The full article runs as follows:

The beginning of a year always brings changes and hope. It has become a most pressing aspiration of governments and people around the world to overcome the pandemic as soon as possible and bring world economic growth and planet Earth back on the right track.

On January 25, Chinese President Xi Jinping attended the World Economic Forum Virtual Event of the Davos Agenda and delivered a special address entitled “Let the Torch of Multilateralism Light Up Humanity’s Way Forward”, in which Chinese solutions were offered to deal with deep-rooted problems of the international community, with a view to pooling consensus, rebuilding trust, and strengthening cooperation to deal with the pandemic crisis and create a better future for mankind.

As pointed out in President Xi Jinping’s address, it is important that we properly address the four major tasks facing people of our times, namely, to promote world economic growth, abandon ideological prejudice, close the divide between developed and developing countries, and come together against global challenges. These complex tasks are intertwined and represent common difficulties and challenges standing in humanity’s way forward. Only through safeguarding and practicing multilateralism and promoting the building of a community of a shared future for all can fundamental solutions be found for these tasks.

Multilateralism is a common choice of most countries. The international order with the UN at its core and based on international relations has played a key role in safeguarding world peace and promoting common development. Multilateralism is not something optional. Multilateralism should not be used as pretext for acts of unilateralism. It is important that we say no to narrow-minded, selfish beggar-thy-neighbor policies, and stop unilateral practice of keeping advantages in development all to oneself. Multilateralism is about having international affairs addressed through consultation and the future of the world decided by everyone working together.

President Xi Jinping pointed out in a clear-cut manner that we should stick to openness and inclusiveness, and make the mechanisms, principles and policies of our cooperation as open and inclusive as possible, and jointly safeguard world peace and stability. We should stick to the international law as a foundation, safeguard the authority and effectiveness of multilateral institutions and coordinate and regulate relations between countries through institutions and rules. We should stay committed to consultation and cooperation, enhance political mutual trust through strategic communication, stick to the concept of mutually beneficial cooperation and safeguard the right to equal development of all countries. We need to reform and improve the global governance system on the basis of extensive consultation and consensus-building.

As the largest developing country in the world, no matter what happens in the international arena, China has been committed to safeguarding and practicing multilateralism. President Xi Jinping said resoundingly that when the interests of the entire humanity are at stake, China must step forward, take action, and get the job done.

China will continue to take an active part in international cooperation on COVID-19. Containing the coronavirus is the most pressing task for the international community right now. China supports a bigger role of the WHO and stronger cooperation on the R&D, production and distribution of vaccines. China has already started to honor the pledge of President Xi Jinping to make Chinese vaccines a global public good by starting to provide vaccine assistance to some developing countries. China has also decided to provide 10 million vaccines for COVAX, with the focus on the emergency use of developing countries so as to contribute to the equitable distribution of vaccines.

China will continue to implement a win-win strategy of opening-up to add greater impetus to world economic recovery and growth. In 2020, China’s GDP exceeded RMB 100 trillion yuan for the first time, with its share in the global economy rising from 16.3% in 2019 to around 17%. According to OECD estimates, China’s contribution to global economic growth will exceed a third this year. China will continue to support economic globalization, facilitate the reforms of the WTO and the international monetary system and promote institutional opening-up that covers rules, regulations, management and standards. We will foster a business environment that is based on market principles, governed by law and up to international standards, and unleash the potential of the huge China market and enormous domestic demand and share it with the rest of the world.

China will continue to promote sustainable development and contribute to safeguarding our common home and realizing sustainable development. It will do more on the ecological front, by transforming and improving its industrial structure and energy mix at a faster pace and promoting a green, low-carbon way of life and production to realize the goal of striving to peak carbon dioxide emissions before 2030 and achieve carbon neutrality before 2060. In May this year, China will hold the COP 15 in Kunming, Yunnan Province. We will work with relevant parties to ensure fruitful results of the conference and a new process of global bio diversity governance.

China will continue to advance science, technology and innovation. It will invest more in science and technology, promote innovation-driven growth, promote international scientific and technological exchanges and cooperation with an open mindset and will work with other countries to create an open, fair, equitable and non-discriminatory environment for scientific and technological advancement that is beneficial to all and shared by all.

China will continue to promote a new type of international relations. Zero-sum game or winner-takes-all is not the guiding philosophy of the Chinese people. China will pursue friendly and cooperative relations with other countries on the basis of mutual respect, equality and mutual benefit. It will further deepen South-South cooperation and get more actively engaged in global economic governance.

Mexico has always been a supporter and promoter of multilateralism. China is ready to work with Mexico to contribute more to international pandemic response, world economic recovery, dealing with global challenges and improving global governance for a better future for mankind!
