Declaration of the First Meeting of China-CELAC Political Parties' Forum

  I. We, representatives of ruling political parties of Latin American and Caribbean countries and the Communist Party of China, held the first meeting of China-CELAC (Community of Latin American and Caribbean States) Political Parties' Forum in Beijing from the 7th to 9th of December, 2015, with in-depth exchanges on the theme of Innovation, Development, Cooperation and the Future-Challenges and Measures for Our Political Parties and having reached wide consensus.

  II. We realize that China and members of CELAC, as developing countries, face similar development tasks and share wide common interests. Against the backdrop of in-depth transformation of the current international situation and order, political parties of the two sides face the tasks of the times which include promoting innovation, seeking cooperation and attaining growth.

  III. We recognize the complementarity between the People's Republic of China and Latin America and the Caribbean in addressing challenges of achieving development and delivering benefits to our peoples, for which we identify priorities in the fields of innovation, science, technology, education, regional productivity and energy integration, and protection of Mother Earth, enhancing the geopolitical advantages that our countries enjoy.

  IV. We warmly welcome the launch of China-CELAC Forum and realize that this has provided a new and important platform for cooperation and made the prospects of our relations even brighter. We also realize that party-to-party relations are an important part of the state-to-state relations and speak highly of the unique role played by the political parties of Latin American and Caribbean countries and the CPC in pushing forward the bilateral relations. We announce that China-CELAC Political Parties' Forum is arranged within the framework of China-CELAC Forum so as to promote high-level, multilateral and strategic dialogues between the CPC and political parties of CELAC, enhance exchanges of experience of running the party and governing the state, enhance mutual understanding and trust and give impetus to a sound, steady and sustainable development of China-CELAC relations.

  V. The Communist Party of China and the ruling party of the country of rotating presidency of CELAC will co-host the meetings of the Forum and relevant activities will be held under the principles of respect, equality, diversity, inclusiveness, and seeking common ground while reserving differences.

  VI. We understand that the world in the 21st century is in the midst of major transformation and readjustment, and political parties from the two sides all face the two most urgent tasks of pushing forward transformation and promoting development. We support the efforts of structural readjustment made by respective governments in realizing sustainable development and inclusive growth. We commit ourselves to strengthening exchanges and mutual learning on how to improve party-building and state governance capacity so as to facilitate the development of respective parties and countries. We will enhance coordination to optimize global governance system and other key international issues and underpin a fairer and more rational international order.

  VII. Aware of the indivisibility between the themes of peace and development, we welcome the proclamation of Latin America and the Caribbean as a region of peace as agreed by member countries of CELAC at the occasion of the second summit held in January 2014 in Havana.

  VIII. We fully recognize the huge achievements made by China and Latin American and Caribbean countries in poverty reduction in recent years and are committed to sharing of experience of poverty alleviation and reduction and expanding practical cooperation to push forward the realization of social justice.

  IX. We applaud the active efforts made by the CPC and political parties of Latin American and Caribbean countries in recent years in exploration of the development path suitable to their own national conditions. We emphasize that the world is a place of diversity of civilizations and countries' independent choice of their own development path based on their own national conditions should be respected and mutual learning and exchanges should be encouraged so as to achieve common progress.

  X. We speak highly of China-Latin America and the Caribbean Partnership of Comprehensive Cooperation featuring equality, mutual benefit and common development, and will encourage relevant countries to implement with real earnest the consensus reached by our heads-of-state on cooperation and plans of cooperation at various levels in various fields and promote the continued development of the aforementioned partnership.

  XI. We realize that exchanges of personnel plays important roles for enhancing the capacity building of political parties. The CPC is going to invite 1,200 cadres of political parties from Latin American and Caribbean countries to China for study trips in the next five years, which is appreciated by the Latin American and Caribbean side who will actively help implement relevant programs.

  XII. We express satisfaction towards the achievements of this meeting. We appreciate the effort of the CPC and the PAIS Alliance of Ecuador for the success of this meeting.
